A Waterspout over Morridge?

The following article appeared in a newspaper which I assume to be the Leek Post and times many years ago, the article is as follows :-

Soon after noon, on July 22nd, 1882, a phenomenon presented itself to the inhabitants of the Morridge district located in the Staffordshire Moorlands, which created considerable wonderment and not a little alarm. What appeared to be an immense factory chimney, was seen in the neighbourhood of Warslow Hall, and it seemed to move about with a strong wind that was blowing at the time. After remaining visible for a quarter of an hour, it disappeared, to the great relief of many who deemed it uncanny, dangerous,  and “boding no good.”tornado-on-ground-near-road
